Taxi Bus Continues to Optimize Transportation Conditions in Namasia District in July and Replaces Bus H21 Running between Cishan Bus Transfer Station and Sijhou

Kaohsiung News “Taxi bus has added Route T522 in Namasia District during summer vacation in July, providing services between Padan Elementary School and Namasia Big Light Church. In addition, the transfer service running between Cishan Bus Transfer Station and Sijhou that was provided by bus JOY H21 has also been replaced by the taxi bus.” The Transportation Bureau of Kaohsiung City Government finished the bus route planning for 9 mountainous districts in 2019 and worked on taxi bus routes in Tianliao, Liouguei, and Cieding Districts in 2020. Apart from these districts, the bureau continues to optimize taxi bus routes in rural areas. Route T522 in Namasia District was added on July 1, which runs 2 times a day on weekdays and weekends. Moreover, the transfer service running between Cishan Bus Transfer Station and Sijhou that was originally provided by bus JOY H21 is replaced by the taxi bus. The service solves the last mile problem for the locals, satisfies passengers’ transportation needs, and optimizes local public transportation conditions.
The taxi bus has both the features of the bus and the taxi. It is characterized by the nature of the bus, which is to serve the public, and has the mobility of the taxi, which helps solve the last mile problem since it can adapt to different road conditions and reach rural communities. The service accommodates actual needs for transportation, and its vehicles could be dispatched flexibly, which satisfies the transportation needs of the elderly, extends the service area of public transportation, and fills the service gap. To date, the shuttle taxi service has been extended to 31 administrative districts with 52 routes.
Namasia is a remote district adjoining Chiayi County. Located in a mountain area, the District is geographically disadvantaged in terms of transportation development. Moreover, its great distance from urban areas resulted in further limitations. Access to Namasia was extremely inconvenient since the bus service ran only one to two times a day. Therefore, the taxi bus service has received a favorable response since its introduction in November 2019. The service added Route T522 on July 1, 2020 to optimize transportation conditions in Namasia District, providing services between Padan Elementary School and Namasia Big Light Church. In addition, as the operational efficiency of bus JOY H21 running between Cishan Bus Transfer Station and Sijhou was fairly low, the transfer service has also been replaced by the taxi bus since July 1.
The Acting Director-General   of the Transportation Bureau Chang Shu-Chuan stated that the taxi bus service has started to reach rural communities since 2019 with 23 routes added during that same year. In 2020, the service further extended to Tianliao, Liouguei, Cieding, and Namasia Districts, with 7 routes added, including H21. Based on the premise that the taxi bus will benefit local residents by continuously extending its services, the taxi bus could save the annual subsidy by an average of about 30% as compared to that of buses and provide a better shuttling service. Besides adopting the service model of the bus with fixed timetables, reservation services are also introduced. Information on buses and taxis is now integrated into the “Kaohsiung iBus” App. The taxi bus service provides the public with a more flexible transportation option, which is well-received by local residents. It also serves as a role model that other cities and counties across Taiwan are eager to follow, bringing a new look and transformation for the taxi industry.
The purpose of the taxi bus service is to care for rural residents and their transportation rights. It fulfills the aim of “catering to both rural and urban areas; Kaohsiung is one” and realizes social equality by filling the transportation gap between urban and rural areas. The service will continue to reach rural coastal areas and places with lower public transportation coverage. It will also implement a rolling plan to replace bus routes with operational efficiency below expectations. The goal is to build a solid transportation network with effective management of relevant expenses, while satisfying transportation needs and maintaining service quality.
