RTSC Members Supervising Zuoying Overpass Find That Most Motorcyclists Have Been Diverted to Surface Road

Kaohsiung NewsAs all motorcycles and low-speed vehicles will be diverted from the Zuoying Overpass to surface road lanes from March 7, Road Traffic Safety Committee (RTSC) members Lai Wun-Tai and Li Ming-Cong inspected the site on March 3 to understand the extent to which this affects motorcycle and low-speed vehicle riders. They observed that some guide signs had already been set up; most riders had detoured to the surface road where they could avoid large vehicles and the mixed traffic stream in high-speed lanes, which is in line with what is customary for motorcyclists. On seeing this, both RTSC members acknowledged the City Government’s corrective policy of diverting motorcycles and low-speed vehicles to the surface road.
 Accompanied by the staff of the Transportation Bureau of Kaohsiung City Government (TBKC), RTSC members Lai Wun-Tai and Li Ming-Cong visited the Zuoying Overpass to investigate the benefits and subsequent effects of diverting motorcycles and low-speed vehicles to the surface road. According to the TBKC, the original Zuoying Overpass was a viaduct that crossed over the railway to connect Jhonghua Road and Cueihua Road for automobiles and motorcycles. After the railway went underground, its surface road lanes were opened to traffic.
 In addition, the TBKC repeatedly received complaints from the public that the 90-degree curves of the ramps connecting the viaduct up and down and the passage of large vehicles often resulted in automobiles and motorcycles competing for road space; motorcycles and low-speed vehicles riding on the inner side of the ramps had caused much intermingling of vehicles and motorcycles on the ramps. To improve road safety for motorcyclists and to reduce intermingling of automobiles and motorcycles on the overpass, the policy of separating automobiles and motorcycles was implemented after evaluation. Motorcycles and low-speed vehicles are now only allowed to ride on the surface road next to the Zuoying Overpass.
 Lai Wun-Tai and Li Ming-Cong said on site that with the new surface road lanes, motorcycles could avoid large vehicles and the mixed traffic stream, which not only reduces conflicts but also eliminates the need to get on and off the overpass. Some motorcycle and low-speed vehicle riders have already taken the surface road lanes. The TBKC has also made adjustments so that south-bound motorcycles can turn left directly at the intersection of Jhonghua Road and Cueihua Road. This does not affect motorcyclists that detour to the surface road much, and yet it is a much safer route.
In consideration of the convenience, safety and habits of fellow citizens, the TBKC will implement the policy that allows motorcycles and low-speed vehicles only on surface road lanes of the Zuoying Overpass from March 7. Relevant road markings, signs and signals will be enhanced to provide road users a safer way home.
