Kaohsiung City Initiated Diversified Taxies and Enjoyed a Two-fold Increase in Operational Performance

【Kaohsiung News】At the end of last year, diversified taxies, including sedans and red, blue and white multi-purpose vehicles, were first launched in Kaohsiung City and changed citizens’ existing impression on taxies. Currently, four taxi fleets and 30 taxies are operating. Two hundred taxies are expected to be in operation by the end of this year and a total of 500 taxies are expected within 3 years to provide tourist, business, luxury, and barrier-free transportation services. With this comprehensive innovation of the taxi riding experience, taxi drivers have seen their income double, creating a multi-win situation between the government, citizens, and the industry.        

  The Transportation Bureau, Kaohsiung City Government initiated four innovative services of Kaohsiung taxies: flexible transport, car-pooling, barrier-free taxis, and tourist taxis. Besides providing residents in remote areas with transportation services, flexible transport has effectively reduced 25% of the government expenditure; the tourist car-pooling service serves over 50,000 passengers annually, and campus car-pooling has reduced the accident rate by 41%; Sixty-one percent of passengers served by barrier-free taxies were people with disabilities, and this percentage is the highest in Taiwan; and 1,181 taxi drivers obtained a tourist license and served more than 1,000 tourists for each large cruise ship. These innovative services were recognized by the Transportation Bureau and people from all walks of life, making Kaohsiung City a benchmark for promoting diversified taxies.

Director-general Chen Ching-Fu stated that the Transportation Bureau has strived to promote the diversified business model of the taxi industry, improve the quality of service of taxi drivers, and launch diversified taxies ahead of other cities and counties. Last November, Crown Taxi, KS Taxi, Yes Taxi, and Hello Car were selected as diversified taxi operators, and an announcement was made at the press conference on the launch of diversified taxies held at the end of last year. These four taxi fleets were widely publicized and became popular among citizens. Currently, four taxi fleets are operating and continue to bring innovative thinking to the taxi industry and to improve quality of service. This allows the taxi industry to contend with the illegal operator Uber and demonstrates Kaohsiung City’s innovation and determination to transform its taxies.    

   Chen Ching-Fu further said that the business model of diversified taxies has shifted toward business, tourist, luxury, and medical transportation services rather than for general transportation. Most people who take these taxies go to destinations such as HSR stations, the airport, the Kaohsiung Museum of Fine Arts, Kenting, the export processing zone, and hospitals. For diversified taxies, the operation income per trip is about NT$250 ~ NT$300, which is higher than that of general taxies (NT$160). In other words, the operating income of diversified taxies is doubled, which drives taxi drivers to serve better. In addition, the quality riding experience will also increase the customer retention rate. This benign cycle will facilitate the taxi industry to shape its image brand.  

    “I saw on TV that there are non-yellow taxies in Kaohsiung, so I selected the model and the color of the car I wanted to take using the app. I could even see the estimated fare and paid by credit card. The taxi driver introduced scenic attractions around Kaohsiung very professionally. After the ride, I could also rate the taxi driver, which really made me feel good about this service,” said Mr. Wu, who visited Pier-2 Art Center in a diversified taxi. “When I traveled to Kaohsiung for a firework show, I booked a taxi using the app. The taxi driver was so kind that I could feel the warmth of Kaohsiung. I gave the taxi driver a high rating and marked the taxi driver as my favorite. I will definitely book the taxi driver when I visit Kaohsiung next time”, said Miss Liou from Taipei.

The business model of diversified taxies is what many taxi operators wanted. Loosening restriction on colors, models, and rates free the taxi operators from the restricted business model under existing regulations. In the future, depending on the needs of the taxi industry, the Transportation Bureau will provide more opportunities for taxi operators to become diversified taxi fleets and provide a variety of transportation services for citizens.
