Paid scooter parking creates a new look for the environment in Shihcyuan Shopping District (Kaohsiung Medical University)

In order to encourage the use of public transit and mitigate illegal parking, on August 1, 2013, the Transportation Bureau of Kaohsiung City Government instituted paid scooter parking and enforced a ban on scooter parking in shopfront arcades and sidewalks around the Shihcyuan Shopping District (Kaohsiung Medical University), bringing a new look to the environment.

The Transportation Bureau stated that the long-existing dangerous situations where sidewalks were occupied by scooters and patients had to push their wheelchairs down the roads when going to the hospital were finally reduced, and it was due to the joint support and respect for the “Pedestrians First” spirit among citizens. The scooter parking fee policy for the Shihcyuan Shopping District follows the previous examples, with a ban on scooter parking in shopfront arcades and sidewalks as well as paid roadside scooter parking enforced within a 300-meter radius of the shopping district (including the setback area surrounding Kaohsiung Medical University). The sections outside the 300-meter area are not included in the scope of paid scooter parking, but the ban on scooter parking in sidewalks is enforced. This policy has greatly improved the walking environment and parking order along the surrounding Zihyou 1st Road, Shihcyuan 1st Road, Tongmeng 1st Road and Chahaer 1st Street.

Mrs. Chen, who often visited Kaohsiung Medical University to pick up medicine for her illness, said: “Every time when I came to see a doctor back then, I had to walk between scooters or take the road. I did not realize how wide the sidewalks are! A lot have been improved since paid scooter parking was enforced!” Local business operators also affirmed that the relevant measures implemented by the city government have facilitated the development of the shopping district as paid scooter parking has reduced such problems as illegal occupation of parking spaces and difficulties in finding a parking space.

The Transportation Bureau urged citizens to take high-quality public transport means such as MRT and buses (28, 33, 53, 91, Zihyou Main Line, Red 29, Red 30, etc.) due to limited road space. Many shuttle buses and public bicycles are available at Exit No. 2 of MRT Houyi Station. Moreover, extra effort will be put to clamp down on violations in the surrounding sections. Citizens are thus urged to park their vehicles as required in order to avoid penalties.
