Kaohsiung LRT Phase Two Construction to Integrate IoV Collision Avoidance Warning Services

【Kaohsiung News】The full circle of Kaohsiung Light Rail Transit (LRT) is expected to open to traffic in 2023. The phase two segment will run along densely populated downtown areas and arterial roads. To improve LRT operational safety, the Transportation Bureau will introduce the Internet of Vehicles (IoV), an intelligent transportation technology. In the next two years, it will install intelligent intersection collision avoidance warning systems at the 50 intersections along the LRT phase two segment. The systems will issue collision warnings by detecting vehicle and pedestrian movements, thereby reducing potential risks of accidents at intersections.
The Transportation Bureau said that since 2017, with the subsidies from the Ministry of Transportation and Communications, it has introduced the IoV technology to the four road intersections along LRT phase one segment (Jhensing Road/Kaisyuan 4th Road intersection, Jhongshan 3rd Road /Kaisyuan 4th Road intersection, Banchao Road/Kaisyuan 4th Road intersection, and Cianjhen Street/Kaisyuan 4th Road intersection) to test the intelligent intersection collision avoidance warning systems. In addition to installing CCTV, vehicle detectors (VD), and changeable message signs (CMS) at intersections, the Bureau has also equipped LRT cabs with on-board units (OBU). The systems operate by collecting nearby vehicle movement data through VDs and match that with signal timing data to calculate when LRT trains and other vehicles will arrive at intersections. If there are risks of collisions, warnings will be displayed through CMS and OBU to remind LRT drivers to stay alert and stop the trains. Countdown information of LRT priority signals is also displayed through the systems. Currently at the trial intersections, the systems have reduced the number of accidents by 82%, effectively increasing the safety and efficiency of LRT crossing.
In response to the trend of introducing 5G and AIOT technologies to improve the safety and efficiency of transportation systems, the Kaohsiung City Government is dedicated to making areas along the LRT the exemplary models for the goal toward a 5G-AIOT smart city, so as to provide safe, seamless, convenient, and quality diversified and smart transportation services.
IoV infrastructure will be installed in line with the construction of the LRT phase two segment to exempt the need to repeat the construction in the future. Moreover, the infrastructure will also integrate the concept of AIOT from the Internet of Things (IoT) to provide innovative forms of mobility services, such as intersection collision avoidance warnings, intelligent road safety systems, and the tracking of traffic status and driving behavior.
Such services as the warnings of intersection collision avoidance, blind spots, and turning collision avoidance will be provided through in-vehicle warning interfaces to warn drivers of dangers and directions. The warnings will also be displayed on warning monitors to all vehicles passing through the intersections, so as to improve road safety and the capacity of public transportation services.
The Transportation Bureau strives to use innovative technologies to create safer and more convenient LRT environment and passenger experiences. It also expects that the combination of intelligent rail transportation and the development of a smart city will create a better living environment for improving the quality of life for citizens.
