Kaohsiung’s Drone Airspace Management: Drone Flying Permitted Areas are Except in Air Traffic Control Areas and Authority Control Areas

【Kaohsiung News】The Transportation Bureau stated that Kaohsiung City Government will adopt a negative listing approach (i.e., principally all are permitted unless otherwise prohibited) in the drone airspace management to provide a suitable environment for drone flying. Except in the air traffic control areas and the authority control areas, drone flying is permitted in all areas in accordance with the regulations governing the basic operation set forth in the Civil Aviation Act. Kaohsiung City Government will announce the regulations before March 31, 2020, in accordance with the effective date of the special chapter of the Civil Aviation Act.
         Aware that the special chapter of the Civil Aviation Act will come into force on March 31, 2020, many drone fans have recently expressed their concerns about the drone airspace in Kaohsiung. In this regard, the Transportation Bureau invited the Civil Aeronautics Administration, relevant units, and private organizations and associations to the meeting for study and discussion. A consensus has been reached in the meeting: Kaohsiung City Government will adopt a negative listing approach in the drone airspace management.
        The Transportation Bureau stated that drone flying will be permitted in all areas except in the civil/military air traffic control areas (such as Kaohsiung International Airport, Zuoying Naval Base, Gangshan Air Force Base, Tainan Airport, and Pingtung Air Force Base) and the authority control areas (such as military facilities, courts and prisons, CPC, and TPC). The Transportation Bureau also urges drone fans to abide by the relevant regulations. Safe drone flying not only protects public safety, but also helps the drone industry to develop more soundly and protect the rights and interests of all drone fans.
        The Transportation Bureau reminds drone fans not to fly drones within the flight restriction zone around airports. In accordance with the Act, the aviation authority could impose a fine of NT$300,000 to NT$1,500,000 on violators. If further aviation accidents are caused, violators shall bear the relevant criminal and civil liabilities. All drone fans shall pay special attention to the relevant air traffic restricted areas when planning flight activities.
