Total Road Traffic Safety

Review and Audit of Roadwork Traffic Maintenance Plans
1.To lower the traffic impact of roadworks, the “Operation Guidelines of Traffic Maintenance Plans during Road Constructions in Kaohsiung City” was established to govern the procedures for the review, audit and supervision of traffic maintenance plans. The “Traffic Safety Supervision Meeting—Evaluation Task Force” implements preliminary proposal evaluation and gives advice for the reference of the members of the “Traffic Safety Supervision Meeting.” After contractors deploy the traffic maintenance facilities according to the approved traffic maintenance plan, the Evaluation Task Force conducts onsite inspections and verifications with the related units and implements unscheduled supervisions and audits.
2.In 2021, the Evaluation Task Force reviewed a total of 62 traffic maintenance plans and implemented 38 onsite audits of the traffic maintenance facilities of roadwork sites in the city. Contractors were requested to make improvements or corrections for the audited defects to maintain road traffic safety.

Traffic Impact Assessment on Buildings and Structures
To lower the traffic impact in near neighborhoods of the traffic derived after site development, for buildings in Kaohsiung City with parking spaces or development or building area changes in compliance with Article 2, paragraph 1, “Regulations for Building Traffic Impact Assessment,” contractors shall submit a traffic impact evaluation (TIA) report to the TIA Review Board of Kaohsiung City for the Transportation Bureau (TBKC) to review in collaboration with the related units, including the Public Works Bureau (PWBKC), Kaohsiung City Police Department (KCPD), and Urban Development Bureau (UDBKC) and experts and scholars. Between January and August 2021, a total of 11 TIA meetings were held to review 37 TIA reports.

Road Traffic Safety Optimization Plans
1.Between January and July 2021, fatalities of AI accidents reduced by 23 persons YoY to 104 persons and casualties were also reduced by 2,551 persons (-7.4%) from 34,257 persons YoY to 31,706 persons. To maintain the safety of life and property of Kaohsiung citizens, after each A1 accident, KCPD will invite the concerned units to conduct onsite inspections to make improvements and report the improvement results to the Traffic Safety Supervision Meeting.

2.To improve overall road traffic safety, the Kaohsiung City Government (KHCG) has specifically established the “A1 and A2 Accidents Reduction Program” to analyze the characteristics and habits of road users in Kaohsiung for the reference of drawing up related improvement strategies. By integrating the resources of KHCG departments and through such means as engineering, education, law enforcement, publicity, supervision and management and evaluation, besides strengthening road traffic safety for motorcyclists, elderly drivers and large vehicles and reducing drunk driving, the improvement measures for focused groups, major traffic accident types and accident blackspots constantly discussed.
3.Safety projects: Accident blackspot improvement project, road design for speed management (speed management, traffic sign progressive/alternate systems), plantation trimming (extended from 25m to 50m from road junctions), road smoothing and road diet projects, wedge-shaped markings, increasing pedestrian refuges, enlargement and extension of the timing of pedestrian signs. Currently the contract for the accident blackspot improvement project has been signed.

4.Education and publicity: children (crossing the road and cycling safely; motorcyclists (motorcycling safety workshop, making short films and government information films (public service announcement)) elderly people (learning centers and caring centers for senior citizens, broadcast stations, temple activities, congregational meetings, community cultural and recreational promotion mobile centers); youth (visits on university presidents, senior high (vocational) schools, industrial parks, and Kaohsiung Port); innovative activities: organizing the “Road Traffic Safety Education Development and Training Programs—Motorcycling Road Safety for Senior High (Vocational) School Students,” Kaohsiung City Road Traffic Safety Week, and making the accident blackspot maps; publicity for the general public: drunk driving prevention, designated driving and driving blind spots for trucks at supplier conferences held in industry parks.
5.Vehicle supervision and management and law enforcement: Special operations for enforcing: red-light running; illegal parking and parallel parking in five major shopping areas, business-intensive areas, and accident blackspots; and illegal road use, red-light running, speeding, illegal turn and illegal parking of large vehicles. Increasing police presence and precision law-enforcement of accident blackspots to enhance road traffic safety. Strengthening police force and enforcement efficiency: KCPD purchased high-tech equipment and mobile speeding detectors to strengthen speeding enforcement. The motor vehicle office also introduced the traffic safety training for new holder of driver’s license road and elderly driver management to improve driver quality.


Road Network Function Optimization
National Highway 7 Construction Project
The route of the “Kaohsiung Section of National Highway 7” runs southward from Nansing Road in Siaogang District across Provincial Highway 17 toward National Highway 10 via Linhai Industrial Park, Daping Special District, Daliao, Fengshan, Naiosong and Renwu. With a total length of 23km, the whole section is basically a flyover (overpass) with six exits linking local main roads. In addition, two interchanges are planned at Provincial Highway 88 and the Renwu Section of National Highway 10 to provide fast traffic transit between highways and expressways to achieve a complete highway and expressway networks.
The project feasibility survey was approved by the Executive Yuan in 2010, the resolution for the stage 2 environmental impact assessment (EIA) made by the EIA Board Meeting held on August 30, 2013 by the Environmental Protection Administration (EPA) and 22 meetings for defining the scope of stage 2 EIA were held by EPA between during October 2014 to December 2018. The Ministry of Transportation and Communications (MOTC) is implementing the stage 2 EIA and held one onsite inspection and three public hearings in October 2021 and the first draft of the EIA report was submitted to the EIA for review on August 3, 2021. After EIA approval, the project will be submitted to the Executive Yuan for approval before starting project design and land expropriation for initiation projected in 2025. The project will be completed in 2028.
The third and fourth container terminals of Kaohsiung Port will be relocated to the fifth, sixth and seventh terminals in 2023. The relocation is expected to increase the traffic around Nansing Road. To coordinate the preparatory work for National Highway 7, MOTC held the “Work Implementation and Coordination Meeting for Kaohsiung Intercontinental Container Terminal (ICT) Outbound Ground Access Improvement Project” on August 30, 2019. At the meeting, MOTC already instructed the Directorate General of Highways (DGH) to include the roadwork of the following three ground accesses in the planning and design for Forward-Looking Road Smoothing 2.0 and assess the expansion of Provincial Highway 29 in a separate project. These three ground accesses are: (A) linking Zongshan Road and Yuanhai Road with National Highway 1; (B) Nanxing Road-Yuanhai 3rd Road- Yuanhai 2nd Road-Zonggang Road-Dayeh North Road-Taiji Road-Port area roads (Guanghe Road and Nanya Road)-Sinsheng Elevated Road; and (C) Nansing Road-Yuanhai 3rd Road- Yuanhai 2nd Road-Beilin Road-Bosue Road-Yingkou Road-Gaofeng Road-Guobei Road-Provincial Highway 88.
KHCG has established 7 task forces to encourage the mutual communication and coordination among responsible entities to enhance project efficiency, ensure the accuracy and consistency of the communication, elaboration and externalization of related KHCG policies. In addition, communication mechanisms are established to make advance response and optimize such preparatory work as communication and elaboration.
Construction of Gangshan Interchange 2 at National Highway 1
To resolve the long-time traffic congestion and safety problems in Gangshan District and address the traffic diversion of County Highway 186 after the completion of the Ciaotou Science Park, TBKC performed the feasibility survey according to the “Regulations for Expressway Construction and Interchange Improvement” and submitted the report to the Freeway Bureau for evaluation. On January 31, 2020, the Freeway Bureau granted a conditional approval of the report at the “Interchange Construction and Improvement Review Board Meeting.” On August 30, 2020, KHCG submitted the feasibility survey report to MOTC to forward to the Executive Yuan, which approved the project on May 7, 2021. The Freeway Bureau will proceed with the integrated planning, environmental impact comparative analysis (EICA), design, and construction, while KHCG will take charge of the undertakings including land expropriation and road expansion. If everything goes smoothly, the interchange will start service in 2026.
Gaoping Expressway II Construction
This project running east to west starts from Provincial Highway 1 in Zuoying of Kaohsiung in the west to the local side of National Freeway 3 in Yanpu in Pingtung. With a total length of 23.3km, the expressway has six exits from the west to the east including the interchange to National Highway 1, interchange to National Highway 10, Yida 2nd Road Interchange, interchange to Provincial Highway 29, interchange to Provincial Highway 3 and interchange to Provincial Highway 27.
The project was reviewed by the 401th EIA Review Board Meeting by the EPA on July 21, 2021. As the project requires a stage 2 EIA according to Annex 2, Article 19 of the “Enforcement Rules of the Environmental Impact Assessment Act,” the Freeway Board, developing entity, approved the start of the stage 2 EIA when no objection was made by the review board members at the meeting. In the future, it will take about 1-2 years for the project scope defining and EIA report investigation before the stage 2 EIA review. After the completion of stage 2 EIA in 2021-2026, the project will be submitted to the Executive Yuan for approval before proceeding with project design, urban planning change, land expropriation and construction. Overall, the project will be completed in 2033.

On June 22, 2021, DGH sent us the “Kaohsiung-Pingtung East-West Expressway II” Integrated Planning Term Report and Pre-MOTC Submission Documentary Review Record in Letter Lu-Gui-Hua-Zi No. 1100076314A. The correction of the term report is in progress. TBKC is gathering opinions on the potential bottlenecked sections of the opposite lanes and main lane.
In addition, in response to the developmental needs of the industrial clusters along Kaohsiung-Pingtung Expressway II and the connection with the economic and trade parks, port and airport in Kaohsiung City, TBKC already made a written request for a detailed evaluation of the need for additional dual directional ramps between the main lanes and the interchange to National Highway 1 in the southeast and southwest to the Freeway Bureau on July 26, 2021. Currently, the deliberation by Freeway Bureau is in progress.
