“White Justice” Private-run Towing Effectively Eliminates Parking Violations; Transportation Bureau Asks Citizens to Join Hands to Keep Traffic Order

Since the “Minsancyu” towing office (responsible for towing work in Nanzih, Zuoying, Sanmin and Gushan Districts) was designated by the Transportation Bureau of Kaohsiung City Government to take over towing work on March 1 this year, nearly 90% of the towed vehicles have been towed at intersections and road sections painted with red line due to serious parking violations. Moreover, most towing jobs were done out of citizens’ reports; people even gave a name to the small white tow trucks – the “White Justice”! The Transportation Bureau reminded people that parking violation is both a harm set and a harm get, and urged them not to park illegally in order to ensure public safety and traffic order.

Statistics showed that nearly 90% of the vehicles towed by Minsancyu recently were in areas within 10 meters from intersections and road sections painted with red line, explained the Transportation Bureau; this means serious parking violations that may threaten the life and property of other road users. Other parking violations included double parking, occupying parking spaces for the handicapped, parking in front of a fire hydrant, parking at a bus stop, etc.; motorcycles were towed mainly for parking in sidewalks or walking areas with “No Parking” sign, which may seriously interfere with handicapped people’s passage. Furthermore, there were more than 100 citizen’s reports of parking violations every day on average.

The Transportation Bureau emphasized that private-run towing focused mainly on serious parking violations, for the purpose of ensuring safety of people’s life and property, avoiding tragedies, rather than creating “white terrorism”, “over enforcement of law” or even “increasing income from fine”, etc. as citizens suspected and the papers reported. Mr. Wang, a citizen, expressed that “the real terror came from those who park illegally…; the car is parked unashamedly at the corner, entirely blocking the diagonal view, and getting in the turning way. I’m afraid there would be accident someday.” Ms. Chen, a housewife, pointed out that “some parked really outwards, doubly parked, or occupied the outer lane, making an originally 4-lane road a 2-lane one. Cars behind them have to go around them. It is really dangerous. These cars should be towed as much as possible.” There have been comments on the Internet supporting the private-run white tow trucks, referring to them as the “White Justice”, praising that they can eliminate potential traffic accidents rapidly, so that serious injury and death can be avoided.

It is understood that the Transportation Bureau and the Traffic Police Corps of the Police Department have requested towing operators and police officers to execute towing procedures according to the city government’s regulations on towing and keeping vehicles that are illegally parked. If parking violation is confirmed, the police officer on site should first issue a traffic ticket pursuant to the “Act Governing the Punishment of Violation of Road Traffic Regulations”, and when towing is necessary considering the illegal parking situation, the vehicle should be towed if the owner does not show up after two broadcast announcements that are made within the noise control level at 60~75 dB. The whole process should be audio and video taped as evidence, and the principle of “report as the basis and towing as the complement” is put into practice.

Key areas for enforcement of the parking regulations include major traffic hubs, popular shopping areas, main trunk lines, fire passages, etc. Apart from designating the white trucks for towing, the Transportation Bureau also takes evidence of illegal parking at bus stops proactively by means of DVR on buses. A traffic ticket is then issued by the Police Department, so that parking violations are kept in check with double effort.
