A Contract for the Kaohsiung City Aozihdi Parking 5 BOT Project has been Officially Signed with Private Funding of NT$350 Million; the Project is Due for Completion in 2023

Kaohsiung NewsA contract for the “Kaohsiung City Aozihdi Parking 5 BOT Project” has been officially signed on May 14. Yikung Construction Co., Ltd. will invest NT$350 million and build a multipurpose parking tower in the vicinity of MRT Ecological District Station by 2023, which will include 76 parking spaces for sedans, 71 parking spaces for scooters, 24 parking spaces for bicycles, and office spaces for financial services. The construction will be highly beneficial for the local community by bringing prosperity and solving parking issues.

The Aozihdi Parking 5 BOT Contract has been officially concluded on May 14. City Mayor, Han Kuo-Yu, and the Executive Director of Yikung Construction, Lin Wei-Ci, jointly held the contract signing ceremony, symbolizing the cooperation between the public and the private sectors that will bring a brand-new outlook for the city governance. Parking 5 is located at the intersection of Mengzi Road and Wenqiang Road in Zuoying District, adjacent to Exit 1 of MRT Ecological District Station, with an area of 1,231.64 m2. The site currently serves as Mengzi Public Parking Lot, providing 38 parking spaces for sedans.

Han Kuo-Yu addressed to the audience at the ceremony that the City Government provided land to be combined with private funding and operational creativity, and encouraged private sector participation in public construction of a multipurpose parking tower. This will bring multiple benefits such as increasing local public parking supply, revitalizing public land, fostering regional development, creating employment opportunities, and increasing government revenue.

The Director-General of the Transportation Bureau, Cheng Yung-Hsiang, pointed out that Yikung Construction will invest NT$350 million and build a nine-story building with one-story underground in the form of BOT. The building will be mainly used as a parking garage with office spaces for financial services as the secondary business. The construction will take about 3 years and is expected to be completed in 2023.

Cheng Yung-Hsiang stated that under the 50-year contract, the City Government will receive land rent of about NT$90 million, premium of about NT$20 million, central and local tax revenues of about NT$260 million, and will save management expenses for the original parking lot of about NT$50 million. The project will reduce costs and increase profits, and will also create about 200 employment opportunities.

The Transportation Bureau explained that the current Mengzi Public Parking Lot will remain open to the public with the original charges, parking rates, and operating times before the construction begins. The Bureau will assist in setting up alternative private parking lots nearby and will provide relevant information after the construction starts, to ensure parking rights of the public.

The Transportation Bureau hopes that the Aozihdi Parking 5 BOT Project can set a good example of mutually beneficial cooperation between the City Government and private businesses, which will enable citizens to enjoy high-quality public construction service and investment achievement, jointly creating a triple-win situation.
